My car failed emissions testing with high readings, why? - car test error p0356

If we have only a 1994 Saturn SL1 for our son back and ride him into the school. The current label guys had proof that the vehicle had passed the emissions test last year. He took me by the testing of emissions and the car with some very high readings. I had assumed that something evil is worse than the O2 sensor or catalytic converter ... but I got a call from our mechanic and said he found nothing wrong with the car and will take a test in one of these places. There is nothing that could cause a reading error in the error?
